Flight from Zagreb to Rome and back is neither nonstop nor direct flight. Passengers are required to check in to local flight to Dubrovnik or Split, and go through check in procedure there. So, even carry-on has to be checked. I didn't care for that at all. They also had a weight limit on those small bags of only 8kg, I believe. Most carry-on bags weigh almost 10lbs empty.
